Vacancy: County Development Index Consultancy

About the County Development Index Consultancy:


The purpose of the Consultancy is to provide the SDG Kenya Forum with an index on County Development since devolution was introduced in 2013 in Kenya. The County Development Index will act as a metric for fair and unbiased measure of the desired outcome from the resources deployed, service delivery, policy, planning and its ability to attract investments at county level, as well as provide clear recommendations on how counties can enhance development based on their comparative advantages. The index will cover the 14 constitutional functions of the counties but most importantly public participation at its effectiveness.

The objective of this assignment will be to develop a “County Development Index” that enhances streamlining of County Planning, Policy, Budgeting, and service delivery. Specifically, the assignment seeks to;

1. Foster devolution: by highlighting aspirations in the statutory delegation of powers from the central government of a sovereign Kenya to govern at a subnational level, such as counties, sub-counties, and wards.

2. Enhance comparability of Counties and strengthen their capacity to perform better.

3. Create a benchmark for generation of future trends as well as strengthening partnerships among counties and those in other Countries.


About the Consultant(s):

The consultant (or team) is expected to hold the following qualification to be eligible for this position.


1. At least five years of experience in conducting work around SDGs.

2. At least eight years of experience in accountability, budgets, finance, policy, national and county programme.

3. A minimum of master’s degree level in one of the following: economics, finance, accounts, statistics, or another related social science field.

4. A support team experienced in conducting qualitative and quantitative studies using mixed methodologies, with a minimum academic qualification of a bachelor’s degree level in economics, accountancy, finance, statistics, or any other related social science field.

5. Familiar with the SDGs, County and National functions.

6. Evidence of successfully designing and managing large-scale, rigorous, and robust research/survey processes, building indices (demonstrable through at least three comparable pieces of work in Kenya or internationally) with references and their contacts.

7. A demonstrated high level of professionalism and ability to work independently under tight deadlines.

8. Fluency in English and Kiswahili, with evidence of producing high-quality clear, concise reports in English.

9. Expertise/experience of working in-country (preferably in Kenya).

10. Highly analytical mindset and proficiency processing large information.
